if you mean the red lettering on the white plates, that's the new dealer plates.

The new series of dealer plates are red letters on white background, and they say "DEALER" in vertical orientation on the left side of the license plate. These plates are intended for transfer and test drives of unlicensed vehicles offered for sale.

The old dealer plates were black letters on yellow background. This colour is now intended as a service plate to allow for road use and testing of unlicensed vehicles by service and repair shops.

The whilte letters on red background are issued to foreign diplomatic or consular staff and their vehicles.

the red plates are embassador ones, you can literally hit a kid and drive off infront of a cop he wont do anything.

Well, not quite....

Under articles 29, 31, and 37 of the Vienna Convention on Diplomatic Relations, to which Canada is a signatory, a member of a diplomatic mission and his or her immediate family are generally immune from arrest, detention, criminal, civil, or administrative sanctions.

Article 32 permits the diplomat's home nation to waive that immunity if so requested by the host country, but this rarely ever happens. In the case of the Russian diplomatic who drove impaired and killed a child in Ottawa a few years back, local police could do nothing to bring the diplomat to trial or even legally keep him from driving.

Article 41 stipulates that there is a duty for all diplomatic staff to respect the local laws of their host country, but there are no real penalties that can be applied against them for failing to do so.

The only thing the Canadian government can do is declare a member of a diplomatic mission persona non grata under Article 9 and demand that diplomat's recall from Canadian territory. That's what they did with the Russian diplomat, who went home in disgrace and ended up facing trial there for his impaired driving causing death.
