Insurance in Alberta vs. Ontario

I'd like to share an amazing and surprising news (at least for me).

Recently my step daughter left Toronto for Calgary - she found job there (a teacher of math). She just graduated. We helped to buy new car (financing) for her for the trip, as old one would not survive such a distance. She has been driving for about 5 years, G, 28, poor student who was really strapped for money. She is excellent driver, but with bad driving record - no insurance card, not insurance, speeding 85 in 70. So she hardly found insurance in Toronto for $450/mo. But after she drove to Calgary and got new insurance there, it was almost three times less - $170/mo !

How it could be explained or justified?! Are motorists legally robbed in Toronto by insurance companies, government and police?

Does someone know how it is in BC, for example in Vancouver?

Ontario has what they call "NO Faul Liability" this is why it's more expensive here. IT's the POSTAL CODE you live in that gets you. In mississauga i paid $130, Toronto: $200.
