accident advice needed

accident advice needed
my friend got into an accident on friday while making a left turn. the light turned yellow and there was a car coming from far away. he though it would stop but it didnt and it scraped my friend while he swerved to avoid a tbone situation. my friend was pissed, but assuming left turners are at fault, he admitted it was his fault. he said he wanted no cops/ insurance and so my friend signed a contract there saying he was at fault. my friend said that (by observation) the side of the front bumper was pushed it, and that the fender and door was scraped. the guy called and said that he wants like 3000 cause his friend quoted him at that or 4300, what mazda dealership quoted him. the guy drives a 1993 Mazda Mx-6. he's refusing to take the car to another shop or even meet my friend to check out the damage and discuss it, saying he's too "busy"
what sohuld my friend do? any advice

AFAIK, your friend has two things going against him:
1 - He was making a left turn; he's always going to be "at-fault" in that situation.. even if someone runs a STALE red light, it doesn't matter.. the fault is still on him.
2 - He wants to keep things off the books (and nowadays, so would I). He's pretty much SOL, the other guy can ask whatever he wants, even for a '93 heap o' shiat (funny how rusted-out POS's suddenly become Rare Classics after you've rammed into one?). He has no leverage against the mazda owner...
Correct me if I'm wrong, but he's either gotta pay whatever the guy wants, or go through insurance and face the music.
