I'm looking at buying a Sunbird SFI but I have a question, I asked the guy about etesting it and he said this in an email:
What does that mean in layman's terms?.. thanks guys!
As for the certification I guess you're
talking about the pollution test In Ontario. If it's the case, I'm no longer
using EGR valve emission control system, it's simply block with a small
metal plate. As for the exhaust size at the catback....If my memory is good,
the 3400 start for the engine at 2.25in. but mine become 2.5in.on the
downpipe.

It means there's a good chance you wont' pass emission unless you get the EGR working again or live in an area that doesn't require emission test ( but it's technically still an illegal mod )
So if you can't pass emission.. you can't plate and drive the car *legally
He has made the exhaust bigger for better flow/sound ( HP ) but will lose torque ( unless car is modded up ).

He got it etested without it. Here's what he said in an email:
"The guy told me that my ride was considered as an Hot Rod ( car with an engine that wasn't suppose to be in it). He also told me that if I have an N/A setup ( 3.1) oversize, bigger pistons...etc.. that I wouldn't have passed that test. The etest for an Hot Rod is really more permissive then an stock ride."
So do you think I should buy it still? Without it? Think I should ask for the EGR piece with it?

I"d ask for insurance quote.. most of them frown on the word "Modified" and "Hot Rod" classification.. you may pay a lot more for insurance then the car a year providing they even take you on.
As far as I know.. emission is still done based on the engine thats in it.. they will take the emission standard of a standard car that has that block (3400 ) in it stock and use that as a base number for you to consider as a pass for emission. If you're determine to get it.. ensure you have him ( and make sure you're there to see him do it so if you decide to block it.. you know how ) unblock the EGR and any other emission equipment.. since you'll need to do the E-test anyways for transfer of ownership.
