should a helmet decal be covered with clear coat?

I recently purchased a cheap used helmet for learning purposes but I didnt like the color so I painted it and applied the first coat of CC. Should I apply my stickers and decals before putting on another coat?

Yes, if it is the kind that you soak in water and then apply. No, if it is a plastic "sticker" type.
