Can mopeds fit more than one person on them, like motorbikes?

They sure can, assuming they are outfitted for riding doubled up. Some mopeds do not have enough horsepower to carry two people, nor do these mopeds typically have a provision to seat two. If there is room for two (and it is an intentional design choice, such as the addition of foot pegs for the rear rider) then go for it.

In Taiwan, they would carry up to 2 adults and 2 kids. Basically have the the two adults on the seat, and two kids standing on the kickboard. Depending on the engine, it varies how much power it has. Below are people on mopeds. The last link is people carrying huge cargo on mopeds.
