An M1 does allow me to drive a Vespa, simply having passed the written test, with certain exceptions (no highways, not at night). I was wondering if I could use this license to drive a Vespa in California, or if I would need to have an M2 or full M license. The state of California just states that you need to have a license from your country of origin, but it doesn't state what level. If I did need an M2, I would wait to take the driving test, since my M1 would expire within 2 months anyway.
Why is it that you can drive a car with a G2 license to the United States then. What if I had an M2 license?

According to Pennsylvania's Department of Transport (PENNDOT), they don't accept out-of-state learner's permits as valid driver's licenses. In their specific case, a "graduated license" program like Ontario's G1 status is considered a learner's permit because the individual holding the G1 does not have full driving privileges.
I'm not positive other states close to the Canadian border view things the same way, but I do know that several states (including Pennsylvania, Texas, Florida, Alabama, Louisiana, New Mexico, and Arizona) are all on the same page regarding learner's permits issued out-of-state.
