Is it true you can only have two remote door locks for a Santa Fe?
I purchased a third remote control for the door locks for my 2003
Santa Fe on ebay. When I went in for my oil change I asked the dealer
if they would program it for my car. He said: "sure, is this a
replacement for the second set of keys?" I said that no it was for a
third set. He said there is a limit of two sets. It will not work
for a third set. Sounds like bullshit to me, could this be true?

It is true.
They don't program the remote for your car, they program your car to
recognize the remote. The car can recognize two remotes.
