It's a nightlight. As far as I know, it's purpose is to illuminate the
radio switches and console a little. It's especially visible at night. I
have this in my 03 EX 4cyl 4 door too. I don't see the orange light on
these surfaces unless its dark outside. Don't know why they added it or why
its not independently switchable. I think it dims with the instrument panel
light switch.
