99 civic SI headlight adjustment

99 civic SI headlight adjustment
Hi,
I would like to know if the headlights are adjustable? My 1999 civic Si
left headlight if tilted up and doesn't shin on the road. Works great to
iluminate the trees but doesn't help me see in front. any help would be
great.
