In Western canada, if the owner's manual is missing and the car is on a
dealer's lot, it sometimes means the car was an import / lease return
from eastern Canada (read: QUEBEC) and they don't really want you to
catch on when you see the French owner's manual, so they toss 'em.

from eastern Canada (read: QUEBEC) and they don't really want you to
catch on when you see the French owner's manual, so they toss 'em.
