95 Honda Passport speedometer ?

95 Honda Passport speedometer ?
Speedometer works butdoes not come off of zero until i know im atleast
going say 15mph or so then it starts from zero then climbs as normal. When
it si at 25mph im going 43mph but as it gets around say 40 or 45mph it
doesnt seem to be that far off. What gives? No diagnostic codes show or
anything abnormal just this? Could the VSS speed sensor be bad or what?

If the VSS is bad, the speedometer typically acts erratically, bouncing
around, jumping between 0 and actual speed or it just sits at 0. Your
problem seems to be a problem with the speedometer itself.
If the VSS is mounted on the transmission or the differential (I believe
it is in the '95 Passport / Rodeo), try driving a known distance at a
fairly low speed. Does the trip odometer count up the right distance?
If it does, you can be quite certain that the VSS is working OK. The
odometer uses the same VSS signal as the speedometer uses.
One caveat is that there are cars where the VSS is located in the
instrument cluster, and the speedometer and odometer may be mechanical
or electronic. If this is the case with your car, the above test may not
be conclusive.
