I already have the rotors for the car but just replacing it is such a
horrible pain! Anyone know any auto shops in Southern California that
Can do this?

Anybody with a hydraulic press can do this, which is just about every
garage I've ever seen. Most garages these days make a good deal of their
money on front-end and exhaust, so you should be in good hands pretty much
wherever you go.

To save money, you can pop the balljoints to pull the steering knuckles,
then bring the knuckles to the garage for the rotor swap.
