Will a stage 2 cam for a 96' civic ex d16y8 work with stock valve springs?
Well there r 2 stages of camshafts for the civic ex d16y8.. stage 1 2000-6700rpm, and stage 2 2000-7200rpm. The engine revs fine to 7200rpm with the stock camshaft and valve springs.
Why would they recommend getting different valve springs? How do u get it tuned? what would it be like after just dropping it in? do u Need an adjustable cam gear?
Who makes a camshaft with stock low lift lobes and Very aggressive high lift vtec lobes?

yes. you can probably even do better with a custom grind.
the preground cams you cite, are probably designed to be "bolt-on". meaning, put them in and go. adjustable gears are helpful, even if that's all you do. you can send your cpu out to be reprogrammed, or take it to a dyno shop, and have it done.(this is in the hundreds of dollars per hour type work and will give maximum benefits-expensive, but worth it.) hd springs are for radical changes.
if your really interested, just try checking out some cam mfg's sites. there's lots of info on them, and they'll educate you way better than i can.
try crane cams or edelbrock or camdynamics, boy, there's lots more but the names are escaping me....
