Why Civic 07's rpm is so high? have manual 07 civic and at 70mph has rpm of 3000?

Three words: final drive gearing.
The thing that determines your RPM in a given gear is the way the factory set up your differential. You can have it changed if you want a lower cruising RPM, (any driveline shop should be able to re-gear it the way you want) but 3k in 5th or 6th gear sounds OK to me for 70mph.
You may lose your quick off-the-line acceleration if you change the gearing, though.
