Where are the low beam relays on a 97 Honda Civic (EX 2DR) ?

Where are the low beam relays on a 97 Honda Civic (EX 2DR) ?
Both of my low beam lights are off and I checked all fuses underneath the steering wheel but all are fine. When I searched for relays in the fuse box under the hood, I only found the high beam relay. Where can I find the low beam fuse or relay for a 97 Honda Civic?!
