Is it possible to "plug in" a 1994 Honda Civic LX for the cold winter to heat

Is it possible to "plug in" a 1994 Honda Civic LX for the cold winter to heat

the engine block? Or, is this option only available on newer models? Thank you!Is it better to heat the actual oil pan or the coolant just to get the car to start?
