1230 is too much, did you check out how much it costs to replace it? even a brand new wheel does not cost as much. check out this link:

its possible the guy is charging you for labor more than the parts. try getting it done at a local mechanic since it does not matter who does it. I replaced the wheels on my camry myself. you just need a mechanic to ensure the tire sits on the wheel properly.
