Is 100K miles too much on a used Honda Civic?

No matter how well designed the machine, and Hondas are very, very well designed, the single most important thing is how it was maintained. If you know the person selling it, ask yourself if she's the kind to care for her stuff or not. Even a Honda can have problems from negligence.
If the car's in good mechanical condition (I have vehicles to use, not show, so I personally couldn't care less about appearance), the mileage is almost unimportant. If it had 400kmi on it in this case I might think twice, but 100kmi in over 7 years is about average.
Also, if you don't know the seller or vehicle, paying a professional mechanic $100 or so could be cheap insurance. No matter what though, remember that you'll have to do upkeep on your vehicle regularly anyway. Vehicles are tools, not investments (unless you're a dealer)!

I would say it's not too many miles. Honda makes a great car. It's not uncommon for those cars to last over 200k miles. Read the owner's manual, and follow maintenance schedules, especially for oil changes and timing belt changes.
