Why wouldn't it?































It doesn't affect emissions in any way shape or form.































And for the record most intakes nowadays have CARB EO's on them so they can be sold in all 50 states.

In California, not unless is has a CARB EO (executive order) number to show the smog station, meaning they submitted test data to the state.
