I don't know why but from the top of my head your rpm problem sounds like slipping clutch... Could be also be a vacuum leak...
More info is needed on this.. When do the rpms jump. When you shift.. When you idle.. etc.

I GOT IT!!!!!
Your cars a peice of Sh*t!!!!!
Just kidding. Sounds like slipping clutch and if it's running rich maybe it's time you took that car into to a pro to find out why. ahhh the joy's of FI .
If it had a carb you could just take a screw driver and adjust that b*tch.

sry guys havent been on, but yeah it occurs when its in park. the idle speed changes from just under 1 to around 2 then drops and so fourth. this is the only time is happens or else its fine, most people i took it too say its a vacuum leak and IAC.
still working on it, its sitting in the garage. just wanna thank everyone for the reply, its really helping!
oh i forgot i asked a friend who works with acura and he said exactly what suzukieswiftGTI said

i had the same problem and it ended up being my throttle body. Honda's have this stupid *** valve called a cold start valve that controls your idel RPM and its built into that. if that gets messed up in anyway ur idle will be messed..dunno check it out

That write up basically says it all.
A friends car had a similar problem and we removed the iacv and cleaned it. Also then checked his coolant and blead it aswell. If there is any air in the system it can disturb the idle. The car is idiling perfectly now with no problems.
Now you say your car is running rich, but how can you tell? Is there a bumpy idle and black smoke out the exhaust? If so sounds more like a vacuum leak to me.
The write up posted by Xo1 seems to cover everything so follow that and you should be good.
Let us know the result!

cleaned the iacv, didnt do much was idle perfectly for like honestly 1 day then started up again. last time just did a coolant check and noticed some black crap commin out of the exhaust. been sitting for like 1 week now, black residue or w.e is gone, idle is still a huge problem and now its pissing me off. should i sell it, or i replace the whole iacv, or leave it for another 2 weeks?!
