CRX vs. Rust

I have a few rust spots on 91 CRX. (It’s my daily car for trips to and from downtown)
They are in the usual places on the rear quarter panels near gas cap and in from of wheels. I am planning to get a paint job next spring but don’t want the rust to get worse. Is there a way to completely get rid of it yourself? Any good shops that can do it for reasonable price? I was told that regardless what you do, it will come back. Is it true? How soon it will come back?

If its a CRX, I'd personally just buy new/used panels wherever rust is appearing.

yeah don't just fill it with bondo....thats only a temporary solution....get new metal and weld it in.
