car hesitiates and bogs a bit b4 3000rpm??

hey i just recently purchased an ek si and the vehicle is now lacking serious power before 3000 rpm and on the occasion bogs a bit before that rpm band... wat does this mean? could it mean time for a new fuel filter in the car? the rpm's arent jumping or anything...just really lacks power...any suggestions?
