Can someone tell me can I put any wheels on my Honda civic 1992?

No, definitely, no.
The wheels and cars must have a matching bolt pattern to fit. Older Honda's like yours most likely use the bolt-pattern "4x100" and only wheels that have that bolt-pattern can be put on the car. Also, the wheel needs to be the correct size, it can't be too big, nor too wide.
Then there's the tire size. Even if the tires fit on the wheels, they may be too big or small for the car. If it's too big, the speedometer will read less than what you're actually going, and it might cause rubbing on the fenders. If it's too small, the car will physically be closer to the ground, and the speedometer will read higher than what you're actually going.
If you don't know how to figure these aspects out, you should take it to a mechanic or dealer to explain, or make another question on Yahoo! Answers.
