Is it possible to have side or curtain air bags installed into a car that...
...doesn't already have them? I don't think my Honda Accord ('03) has side or curtain air bags. Can I have them installed?

No, air bags have to be designed for a specific model of car and then tested before they can legally be installed. This is one of the reasons why you can't go to your local auto parts store and buy after market air bags.

Whether you have them depends on the model. This is for the 2003 AccordSafetyAntilock brakes and dual-stage front airbags are standard. A side curtain-type airbag is optional for EX V-6 models. Side-impact airbags are standard in all V-6 models and the four-cylinder EX and are offered as optional equipment in the four-cylinder LX. Rear headrests are installed in all seating positions. LATCH child-safety seat anchors and tethers are also installed.

If they were an option on other Accords from the same year, yes - you could have them removed from a car that has them. This could be more expensive than switching cars, but it's not impossible, either. If no Accords in that body style came with side curtain air bags, I wouldn't attempt it. You'd need to crash test several Accords to make sure you put the air bags in a place where they'd actually protect you and not cause more harm than good.
