Is it bad if i i shift from D3 to D4 as im getting on the freeway with my 99 accord?

You should always leave the car in D4D3 is your automatic setting giving it 3 useable gears. D4 is your 4th gear, generally an "overdrive" which is a better ratio for higher speeds that conserves gas, usually used above 40-45mph. This keeps your engine from revving higher to perform the same need. THe automatic transmission will adjust its gears accordingly depending on your amount of pressure on the gas pedal.
