Pull the compressor inlet and outlet pipes. If there is oil in the outlet pipe but not the inlet pipe, chances are the seals are shot. That will only tell you if the seals on the compressor side are blown though. You'd need to pull the entire turbo off the car to see if the seals on the turbine side are blown.
Your car has an IHI turbo, if I'm not mistaken. I've only had IHI turbos on my cars, and I've never had any problems with bad seals, or bad bearings for that matter... if you maintain the car properly, the turbo should last as long as the engine... IHI makes very good turbos (water cooling helps too).

I actually am running a t3/t04e tuned with a haltech and 650cc injectors.. My turbo from my car isnt blown, but I think the 25g that I have that I was going to switch to is blown.. The compressor wheel doesnt move side to side, maybe 1mm or something but im not sure if that is normal,
