Turbo'd engines are quieter than naturally aspirated engines. You will need the 3inch exhaust or else you will be robbing yourself of power. Turbo back, not just catback.
Turbo, manifold, oil/water lines, wastegate if needed, intercooler, intercooler pipes, new air intake piping/filter, oil cooler would be good, fuel system (injectors, fuel pump, lines/filter are optional, fuel pressure regulator), and for electronics either piggy backs like hondata or a full EMS system like AEM.
Don't expect a GOOD reliable setup to be under $5000. Looking closer to $10000 if you are building the block/head.

A 2.5" exhaust is big enough for a turbo Honda, but as mentioned above you'll need a full 2.5" exhaust system from the turbine housings to the muffler tip.
B16s are good for 300hp apparently.
