Legit e-tests

Legit e-tests
okay the guy who is selling me his civic '93 civic DX (which has the b16a sir del sol engine and lsd tranny with 4-1 heads, and ecu with authentic spoon chip), is selling it to me e-tested and certified. he went to go get it e-tested yesterday and it failed miserably. now, i was pretty sure it was going to fail. He tested it at canadian tire at like some hot rod or muscle car level or something like that, but it still failed. Apparently they dropped that level to an even lower emission pass, so its like impossible to get a 69 mustang or nova or anything older to pass emissions anymore. but none the less the e-test failed.
I know the cause of the fail is the spoon chip which is causing more fuel to burn hense the higher emissions.
Heres my question, do you guys and most other guys who have swapped have a legit e-test, or have you paid someone $200 and they just passed it which is not legit. i am pretty sure he is paying someone to pass it now, cause he cant do it legitmately. does everyone else have a non-legit emission test?

old cars dont need emissions... and your paragraph dosent make any sense..
is he paying for it?... or are you?... because you said your pretty sure he's paying someone to pass it... yet you cant spend any more $$ because your broke.

But the emissions levels for a old 69 nove are realy low and no were near what a newer car running bad would have.
Now Hotrod levels is were they have given u some extra room to pass and i thought they stoped doing the HotRod ones a year ago.
Now for this car u are getting, If it dont pass dont get it.
or pay someone to set it up right or make it pass.
If u are going to cry about money dont get the car.

no i am not paying for it the other dude is. but i would like for it to pass legit, but unfortunetly the spoon chip is causing it not to. i need to take that dam thing out, and just put a stock ecu for that engine.
i understand cars cost money to maintain. but without a car, i cant do anything so i need a car, and my truck is killing me on gas badly!.
i will accept the non-legit e-test this time around, but in two years, i am gonna have it done properly and fix watever is causing it not to pass.
nothing more i can do.
but yet still my question remains.. do most of you guys have legit test's or do you guys get people to pass it? simple question.
or do you guys take all the mods off, and pass? then put everything back on. i mean i dont have stock headers, stock intake, and stock ecu and exhaust that i can just slap back on, so its gotta pass somehow.
