Are Ball Joints Checked During Saftey?
I bought a car about a month ago and it was making noise when i turn from day one... now i assumed (shitty assumption) that it was the new brakes, rotors or calipers.... so i went about my life... the noise continued and i brought the car to get it looked at (for the noise) and discovered that it was a ball joint... NOW my understanding is that ball joints are checked on safety... please advise!

no you can not. A safety is only valid for at most 24hours after the car has been check. They cant not guarantee that the parts are gonna stay the same after they have looked at them. Now if ur wheel where to fall thats a different story broken bj u dont have a case.

The safety is good for 36 days.
It is not a guarantee though.
If you bought it from a dealer with in the last 36 days, its worth a shot to see if they will fix it for you at their cost. A lot of dealers get lazy with the safeties.

While the safety can be used for 36 days, it does not mean there is a guarantee. The inspection says that at the time it was checked everything was within allowable tolerance.
The mechanic has no way of telling what the owner does to the car after it leaves the garage. Parts may be changed out, the car damaged by a curb, etc.
You're out of luck, unless the seller agrees to help out with the repair.

That price is totally dependant on the vehicle and year.
Also, in case he can't install them himself, labour is not $30-$50....
If you know how to be persuasive and put the "fear of god" into the seller then you can probably get it paid for by them, especially if it was from a dealer. I had a similar thing happen with a used truck from a dealer, ball joints and turn signal switch. They replaced the things at there cost after a confrontation in the showroom.
