What Do I Need? Video Advice Wanted
P4 1.6 ghz ? XP pro. Looking to capture video from a vid camera, or more likely from a VHS vcr after editing. Looking to do short clips on auto how-tos and clips to identify parts (like sensors, etc) for some web page how-to articles.
Is it as easy as a tv video card and software? Puters....I just use 'em, I don't know what makes them work.

You will most likely need something with a Coaxial Input (A TV Tuner card will do fine) and the software that comes with it to rip it.
There are hundreds of Products out there to edit and compose videos, and it is a matter of personal taste.
I use Adobe Encore to create all of my DVD's, but I also do it as a Side job.
