go to:
control panel
system
hardware
device manager
click on the "+" box next to cd/dvd drives
SYMPTOMATIC SOLUTIONS
if you dont see the make/model/serial number of your drive then you should double check your ide cable and your master/slave settings and jumpers (you say that you get power so that has nothing to do with it)
if you do see it in the device manager then you should click enable and disable a couple times then reboot
if the problem still presists you can try the add/remove hardware wizard that will look for all connected devices.
if you find that you have had the same problem with your hd that it shuts on an off sometimes then chances are you should invest in another ide cable (2-5 bucks max[unless youre going for performance braided])

sounds like it is most likely one of two things
1.) Driver issue
2.) Bad drive
in device manager check to make sure the drive is listed correctly, also check out the Manufacturers web site for updated Drivers (Some Sony's Will Not work with XP's Default drivers)
if that still fails, check it on a different IDE Channel (Plug) and failing that, take it back, it's most likely a dud.

the first mistake was buying a Sony.
Secondly, are you sure about u'r jumper settings on the drive? Is the drive on it's own Bus? Is it set to master, slave, or cable select? NEVER have it set to cable select! Always set one drive as a master and one slave.
