Street racing legislation: fair or unfair

Subaru Liberty Wagon Overheats
Hi,
I have a 1990 Subaru Liberty Wagon that overheats in a strange way. Ok here what I have replaced so far but the problem doesn't go away.
Heads have been rebuilt, new head gasket, new water pump, new thermostat, new radiator, new hoses, new radiator cap. Water system has been bleed and there is no air in the system, water flows nicely through the raditor.
I can drive the car with no overheating problem and then next time it overheats for no reason. The strange thing is it overheats while just cruzing along and when you rev the motor or put under load going up a hill the temp guage drops under half. You leave the car idle over for an hour and no overheating. I don't understand why underload the temp goes down. I can sometimes drive the car for an hour and nothing happens, take the cap off radiator and water is fine. Then another time it overheats, take the car off radiator and water is boiling over.
Has anyone got an answer as I am about to give up on this!!!
