how can someone get info on me given my licence plate number?

i would assume it goes like this

by getttin license plate they see who the car is registered to, all ur info is in the car's registration isnt it, address and so on, i would think thats how cops do it
they cant c about insurance tho (off topic) nowhere does it say insurance company and what no unless they see ur pink slip (pink is insurance green is ownership)
