maybe he didn't have health insurance, homeowners may not cover it becasue of the intoxication thing.I know if I fall off a customers roof I am not covered by their insurance.I'm not sure of the specifics on this just giving a suggestion

also, different insurance, on different levels covers different things. They (or he) may not have insurance that does.
