The price is generally 60-80 for fronts or rears. Avoid alot of the ebay stuff as it does not fit well GTS no longer makes them but in my opinion made the baest ones. try finding a new or used set of them. I had some problems with my front ones flying off untill I found a better way to mount them. As far as light output they do dim your headlights and taillights by about half so for safety reasons I would tell you to not do the headlight ones. The fronts and rears are not legal in most states.

Should help. They are not legal in Wisconsin but I rocked them anyway I never got pulled over however some of my buddies have and it was either a take them off warning or a $60 ticket depending on the cop.
