The "upper" dash is the hard plastic piece just under the window that is easy to replace. The dash is the padded part that is torn up on your car. My 98 Camaro doesn't look exactly like that (you didn't say what year your car was or give particulars) but I assume it is simular.
On my car the padded dash costs about $450 and another $500 for Chevy to install it. I haven't done that though. The dash is one big thing that everything mounts to. Although its only a few bolts it would be a nightmare removing the gauges and everything else and then reinstalling it all and then praying that it all still works.
I have four small cracks in my dash and there just isn't a good fix to make it look like new. The dash is just a f*&#ed up design. But, I'm sure Chevy saved 50 cents a car by doing it that way!
