If it didn't blow a fuse, then it blew something, maybe a wire somewhere got melted. Are you sure you are checking the right fuse? there is probably more then one fuse, maybe there is a Cig fuse and a Radio fuse, also check Lamp fuses. And make sure the fuse is really ok, check it with an ohm meter, or just replace it.

I have also seen Wires break off at one end or the other, so if the fuses are ok, use a Ohm meter to check the wires end to end to see if they have failed. Sometimes things just fall apart
Sometimes the wires melt if the circuit was overloaded, and the fuse that was in place was the improper one, and I cannot count the number of times I have seen a 10A Fuse in a 5A circuit. Placeing a 10A fuse does not make it better, it makes it worse people : I have seen Many an Audio Install where the person installing it blew a fuse and then just replaced it with whatever was on hand.
So Check the wires as well.
