EXACTLY.

if you are a good driver you would have seen them coming in your mirrors. seeing as how they were using their signals you would know where they were going to go and could move out of their way if possible to allow them to continue more safely.

jsut because they are doing something "dumb", doesnt mean you cant help make it safer.. at least they were trying.
