Well there is something known as twin charging. The system uses a supercharger to add forced induction in low rpm's where the turbo has not yet begun spooling. Then when the turbo out spools the supercharger, the turbo takes over and provides the forced induction. This way you get instant spool and good top end.
A twin turbo setup achieves the same concept but with 2 turbo's. One is small and spools fast, the other is big and spools slow, but makes good top end. So they take turns providing power depending on where you are in the rpm band.
With that said, I do not understand the reason for a twin turbo and a supercharger. Either way its being spooled in low rpm. Seems to me like they are just trying to impress.

I believe that is called sequential twin turbo.
